In 2018 the Illinois Tollway awarded a contract to a group of consultants to form the Materials Engineering Consultant (MEC) for systemwide oversight. ICE served as Lead Independent Assurance Engineer and Geotechnical Lead Engineer on the Materials Engineering Consultant Team that supports the Illinois Tollway’s $14 Billion Move Illinois Capital Program.
The Materials Engineering Consultant (MEC) Team provides technical advice to the Tollway on opportunities to obtain optimum performance and economy in the design and construction of highway facilities.
These services include identifying materials and processes for improvement and enhancement, and working with Tollway staff to assure the quality, economy, and performance of the final products.
Specific Independent Assurance (IA) responsibilities include: Assistance to develop or analyze project special provisions designed for Tollway and IDOT classified construction materials; technical support in the area of job mix control including review and analysis of submitted mix designs or commercial material products in relation to contract design requirements; evaluate current pavement conditions within the Tollway system; provide targeted testing protocols to supplement the Tollway’s asset management system; oversee the Contractor’s Quality Control (QC) and Construction Manager (CM) Quality Assurance (QA) programs on Illinois Tollway construction contracts; analyze QA data to provide engineering for the development of enhanced specifications and designs.
